Dutch Point Viaduct rehabilitation begins on I-91 in Hartford

Governor Ned Lamont and Connecticut Transportation Commissioner Garrett Eucalitto have announced the start of the Dutch Point Viaduct rehabilitation project on Interstate 91 southbound in Hartford. This initiative aims to upgrade the structural elements of the 61-year-old, 1,800-foot elevated bridge that connects the Connecticut Convention Center area to downtown Hartford.

The project will involve replacing the bridge deck, updating the drainage system, and installing new barrier walls and highway lights. These enhancements are designed to improve safety for motorists and extend the viaduct's service life until it is eventually replaced under the Greater Hartford Mobility Program. The project is scheduled for completion in fall 2026.

Funding for this $91.85 million project consists of 90% federal funds and 10% state funds, sourced from various federal programs dedicated to highway and bridge maintenance.

Governor Lamont emphasized the importance of modernizing this key stretch of highway: “The Dutch Point Viaduct is a vital artery for thousands of commuters and visitors traveling through the Hartford region every day,” he said. Commissioner Eucalitto highlighted the need for significant upgrades due to the aging infrastructure: “Like many of Connecticut’s aging bridges, the I-91 viaduct was built for a different time and requires significant upgrades to extend its service life.”

Senator Richard Blumenthal expressed his support, stating that an $82 million federal grant would enhance safety statewide: “This blockbuster $82 million federal grant will positively impact safety and quality of life for all Connecticut.” Congressman John Larson (CT-01) also praised the allocation of federal funding: “I am glad to see federal funding coming to Hartford to repair and modernize the I-91 Dutch Point Viaduct.”

During construction, one lane of I-91 southbound will be closed for approximately 18 months. Temporary nighttime lane closures will occur between 7:00 p.m. and 6:00 a.m., with daytime shoulder closures from 9:00 a.m. to 3:00 p.m. Additionally, State Street on-ramp access to I-91 southbound will be restricted throughout all three stages of construction.
