The Connecticut Department of Transportation (CTDOT) has announced a virtual public information meeting regarding the Computerized Traffic Signal System (CTSS) Replacement along Route 85, also known as Hartford Turnpike. The meeting is scheduled for Monday, March 31, 2025, at 6:00 p.m.

This virtual session aims to provide an opportunity for the public and local community to offer comments or ask questions about the proposed project. It will be held on Zoom, requiring prior registration. A question and answer session will follow the presentation, which will be recorded. Details on accessing the meeting and submitting feedback can be found at www.portal.ct.gov/DOTWaterford0152-0164.

Connecticut Department of Transportation Project Manager John Lockaby stated, “The replacement of the existing system will establish reliable communication between signalized intersections, upgrade traffic signal detection, reduce travel times, and use non-intrusive sensors to provide additional detection and visual capabilities.” He encouraged public participation to share feedback with the CTDOT project team for incorporation into the design.

Minimal right-of-way impacts are expected around new signal equipment and newly installed sidewalks at some intersections. Construction is anticipated to begin in fall 2026 depending on funding availability, rights of way acquisition, and permit approval. The estimated construction cost is approximately $7.19 million, with funding anticipated to come from 80% federal funds and 20% state funds.

For those with limited internet access, there is an option to listen by calling (877) 853-5257 using Meeting ID 890 7622 8281. Individuals with hearing or speech disabilities may dial 711 for Telecommunications Relay Services (TRS). Information can also be mailed upon request by contacting John Lockaby at john.lockaby@ct.gov or (860) 594-2719.

Language assistance is available through the CTDOT Language Assistance Call Line at (860) 594-2109 if requested five business days before the meeting. This service is provided free of charge.

Following the meeting, a recording will be posted in CTDOT's list of virtual public meetings at portal.ct.gov/ctdotVPIMarchive. Comments and questions can be submitted during a two-week period after the meeting until April 14, 2025. Submissions should reference Project No. 0152-0164 when sent via email or voicemail to John Lockaby at John.Lockaby@ct.gov or (860) 594-2719.
