Luis Salaman, also known as “Bebe,” was sentenced on Mar. 11 to 168 months in federal prison and eight years of supervised release for his involvement in a fentanyl trafficking conspiracy, according to David X. Sullivan, United States Attorney for the District of Connecticut.
The sentencing follows an investigation that revealed Salaman distributed large amounts of narcotics throughout New Haven. Authorities say the case highlights ongoing efforts to address the distribution of fentanyl and related public safety concerns.
Court documents show that between November 2021 and March 2022, investigators from the FBI’s Safe Streets Task Force conducted multiple controlled purchases of fentanyl from Salaman, his associate Jesus Seguinot, and others. Salaman was arrested on April 5, 2022, and has remained detained since then. On December 19, 2024, a jury found both Salaman and Seguinot guilty of conspiracy to distribute at least 40 grams of fentanyl. Salaman was also convicted on three counts related to possession with intent to distribute and distribution of fentanyl.
Prosecutors said that while detained—and during his trial—Salaman coordinated with others to post threatening messages on social media aimed at intimidating witnesses who were cooperating with authorities or testifying against him. His criminal record includes previous convictions for reckless endangerment, resisting arrest, assault and firearms offenses, and criminal contempt.
Seguinot received a sentence of 78 months in prison on July 30, 2025. The investigation involved members from several law enforcement agencies including the FBI’s Safe Streets Task Force; Connecticut State Police; Connecticut Department of Correction; and police departments from New Haven, Milford, East Haven, West Haven, and Wallingford. Assistant U.S. Attorney David T. Huang prosecuted the case.
