Jamaican national charged with illegal reentry into the United States

David X. Sullivan, U.S. Attorney for the District of Connecticut, and Michael J. Krol, Special Agent in Charge of Homeland Security Investigations (HSI) New England, have announced charges against Dwayne Claud Singh. Singh, a 37-year-old Jamaican citizen residing in New Haven, is accused of illegally reentering the United States after deportation.

Singh was arrested and appeared before U.S. Magistrate Judge Robert M. Spector in New Haven. He has been detained pending a hearing scheduled for July 28.

Court documents indicate that Singh was convicted in 2014 by the Connecticut Superior Court on drug, weapon, and forgery charges and sentenced to five years in prison. In December 2017, he was ordered removed to Jamaica by the U.S. Immigration Court due to violations of immigration laws and was deported in January 2018.

It is alleged that Singh reentered the U.S., using false identities such as “Kevin Anthony Smith” on identification documents from Connecticut and California and “Poochie Gully” on Facebook. He also faces an active state arrest warrant for breach of peace and threatening offenses issued by the Connecticut Superior Court in March 2023.

If found guilty of unlawful reentry, Singh could face up to 20 years in prison.

U.S. Attorney Sullivan emphasized that a complaint is merely an accusation and not proof of guilt; defendants are presumed innocent until proven guilty beyond reasonable doubt.

The investigation is being conducted by HSI and ICE’s Enforcement and Removal Operations, with prosecution led by Assistant U.S. Attorney Neeraj N. Patel.

This case falls under Operation Take Back America, a Department of Justice initiative aimed at combating illegal immigration and transnational crime through collaboration between Organized Crime Drug Enforcement Task Forces (OCDETF) and Project Safe Neighborhood (PSN).
