FOIA Request to Connecticut Board of Regents for Higher Education Regarding Financial Aid Fraud on May 7, 2025.

As part of our ongoing commitment to providing comprehensive and accurate news coverage on local governmental affairs, we at Constitution State News have submitted a Freedom of Information Act (FOIA) request to the Connecticut Board of Regents for Higher Education. Our request seeks detailed records concerning financial aid fraud within the state’s higher education institutions.

In light of recent reports highlighting significant financial aid fraud in California community colleges—where bots reportedly make up 25% of applicants and scammers exploit AI technology to secure grants—our inquiry aims to uncover whether similar issues are affecting Connecticut’s educational system. Specifically, we have requested data points including college names, applicant names, fraud amounts, and dates of fraud incidents.

This request is made under the Connecticut Freedom of Information Act § 1-200 et seq., with a preference for receiving the information in electronic format. As members of the media dedicated to holding public institutions accountable and ensuring transparency, we believe this information is crucial for informing the public about potential vulnerabilities in financial aid systems.

Additionally, as affiliates of The Coalition Opposing Governmental Secrecy—a non-profit organization assisting media companies and advocacy groups in investigating governmental actions—we are advocating for a fee waiver due to our role in disseminating vital information to the American electorate.

We look forward to a prompt response from the Connecticut Board of Regents for Higher Education and will continue our efforts to shed light on this critical issue.
