The Connecticut Department of Transportation (CTDOT) will hold an in-person public information meeting about the replacements of two bridges in Winchester. The meeting is scheduled for Monday, June 9, 2025, at 6:30 p.m. in the Hicks Room on the second floor of Winchester Town Hall located at 338 Main Street in Winsted.
The focus of the meeting is to provide a platform for the public and local community to offer comments or ask questions regarding the proposed project. A question and answer session will follow the presentation. Information on accessing the meeting and submitting comments can be found at https://portal.ct.gov/DOTWinchester0162.
“These projects will replace two deteriorated scour susceptible bridges with new bridges providing a service life of 75-years,” stated Connecticut Department of Transportation Project Manager Andrew Shields. He added that public feedback would be valuable to incorporate into the design.
The proposed improvements have right-of-way impacts including partial permanent takes, temporary construction easements, slope easements, and rights to grade and install erosion and sedimentation controls.
Construction is expected to begin in spring 2027, contingent on funding availability, acquisition of rights-of-way, and permit approvals. The estimated construction cost for State Project No. 0162-0161 is approximately $9.7 million, while State Project No. 0162-0162 is estimated at $3.9 million. Both projects are planned to use 80% federal funds and 20% state funds.
Project information can be mailed upon request within one week after the meeting by contacting Andrew Shields at andrew.shields@ct.gov.
Language assistance services are available through CTDOT’s Language Assistance Call Line at (860) 594-2109 if requested five business days before the meeting. This service is provided free of charge.
Public comments and questions are welcome during a two-week period following the meeting until Monday, June 23, 2025. Submissions can be made via email or phone to DOT-FLBP@ct.gov or (860) 594-2020 or directly to Andrew Shields at Andrew.Shields@ct.gov; (860) 594-2077 with reference to Project No. 0162-0161 or Project No. 0162-0162.
