The Connecticut Department of Transportation (CTDOT) has released a Request for Proposals (RFP) inviting developers to submit plans for the redevelopment of the Stewart B. McKinney Stamford Transportation Center (STC). The RFP, which opened on August 14, 2025, is part of CTDOT’s broader effort to transform the STC into a modern transportation hub with transit-oriented development.
Proposals from interested development teams are due by December 5, 2025. CTDOT expects to select up to two teams and sign pre-development agreements by February 27, 2026.
“Redeveloping the Stewart B. McKinney Stamford Transportation Center is a once-in-a-generation opportunity to create a vibrant transit hub that meets Stamford’s growth and the evolving needs of travelers,” said Connecticut Department of Transportation Commissioner Garrett Eucalitto. “By reimagining this property, we can deliver new housing, enhanced transit amenities, and commercial and retail spaces that will serve residents and visitors for decades to come.”
The STC covers an area of 11 acres and serves more than 5.5 million rail and bus passengers each year. The site requires upgrades and changes to accommodate population growth and future expansions in transit service from both Metro-North and Amtrak.
CTDOT aims to establish a transportation center that enhances connectivity, accessibility, safety, and user experience while also supporting economic growth and sustainability. Plans call for replacing or relocating facilities within the station area, prioritizing pedestrian-friendly layouts compliant with ADA standards, as well as integrating smart parking solutions and energy-efficient systems.
The department is looking for proposals that combine improvements in transit infrastructure with mixed-use development totaling at least 440,000 gross square feet. Preferred plans would focus on multi-family residential buildings with retail space or offer a mix that could include commercial offices, hotels, or civic facilities.
