Connecticut DOT schedules virtual meeting on substation upgrades along New Haven Line

The Connecticut Department of Transportation (CTDOT) will hold a virtual public information meeting on February 24, 2026, at 5:00 p.m. The meeting will focus on the replacement of balancing substations at Sasco Creek in Westport and East Portchester in Greenwich as part of Phase 2 of the New Haven Line Power Program.

The purpose of the meeting is to inform the public and local community about the proposed project and to allow for comments or questions. Registration is required to attend via Zoom, and there will be a question-and-answer session after the presentation. The session will be recorded, and instructions for accessing the meeting are available at portal.ct.gov/NHLPowerProgram.

Connecticut Department of Transportation Project Manager Nazana Weeks said, “The purpose of the project is to improve the rail services of the New Haven Line by replacing or upgrading the railroad traction power infrastructure on Metro North Railroad. The equipment at these substations has reached their lifespan and must be changed to ensure reliability and safety.” Weeks added, “We encourage the public to attend this meeting to share their feedback with the CTDOT project team to incorporate into the design.”

A temporary access easement at 50 Chestnut Street in Greenwich will be needed for construction related to the East Portchester substation.

Construction is expected to begin in spring 2027 if funding is available, rights-of-way are acquired, and permits are approved. The estimated cost for this work is approximately $55 million. Funding is anticipated from both federal (80%) and state (20%) sources.

CTDOT provides several ways for individuals with limited internet access or disabilities to participate. People can listen by calling (877) 853-5257 with Meeting ID 831 8929 1914 or use Telecommunications Relay Services by dialing 711. Project information can also be mailed upon request by contacting Nazana Weeks at Nazana.Weeks@ct.gov or (860) 594-3257 within one week.

Language assistance may be requested free of charge through CTDOT’s Language Assistance Call Line at (860) 594-2109; requests should be made five business days before the event. Non-English closed captioning will be provided on Zoom, and a recording will later appear on CTDOT’s public meeting playlist online.

Public comments can be submitted during a two-week period following the meeting until March 11, 2026, by phone or email referencing Project No. 0301-0551.
