The Connecticut Department of Transportation (CTDOT) has announced a virtual public information meeting regarding the replacement of Bridge No. 07106, which carries Route 189 and Terry Plains Road over an unnamed brook in Bloomfield. The meeting is scheduled for Thursday, December 4, 2025, at 6:00 p.m. and will be held via Zoom. Registration is required to attend.

The purpose of the meeting is to inform the public and local community about the proposed project and to provide an opportunity for comments or questions. A question-and-answer session will follow the presentation, which will be recorded. Details on how to access the meeting and submit feedback are available at https://portal.ct.gov/DOTBloomfield0011-0163.

“Originally constructed in 1956, the bridge has exceeded its design lifespan and will be replaced with a new bridge in accordance with CTDOT and FHWA design standards,” said Connecticut Department of Transportation Project Manager Brianna Ritacco. “We encourage the public to attend this meeting to share their feedback with the CTDOT project team to incorporate into the design.”

Right-of-way impacts are expected as part of this project.

Construction is planned to begin in spring 2029, pending funding availability, acquisition of rights of way, and permit approvals. The estimated cost for construction is about $5 million. Funding for this project is expected to come from both federal sources (80%) and state sources (20%).

For those without internet access, it is possible to listen to the meeting by calling (877) 853-5257 and entering Meeting ID 820 8683 8663. Individuals with hearing or speech disabilities can use Telecommunications Relay Services by dialing 711. Project information can also be mailed upon request by contacting Brianna Ritacco at Brianna.Ritacco@ct.gov or (860) 594-3205 within one week.

Language assistance can be requested through the CTDOT Language Assistance Call Line at (860) 594-2109 at least five business days before the meeting; services are provided free of charge.

Non-English language closed captioning will be available on Zoom during the meeting. Afterward, a recording will be posted on CTDOT’s public meeting playlist at portal.ct.gov/ctdotVPIMarchive.

Comments and questions from members of the public may be submitted during a two-week period following the meeting until Thursday, December 18, 2025. Submissions can be made online or by contacting (860) 594-2020 or Brianna Ritacco directly at Brianna.Ritacco@ct.gov or (860) 594-3205; reference Project No. 0011-0163 when submitting feedback.
