The Connecticut Department of Transportation (CTDOT) has announced an in-person public information meeting to discuss utility relocation and roadway improvements along the Hartford Line in Windsor Locks. The meeting will take place at the Windsor Locks Town Hall, 50 Church St., Room 106, on Thursday, May 29, 2025, at 6:00 p.m.
This meeting aims to provide the public and local community with a platform to offer comments or ask questions about the proposed project. A question and answer session will follow the presentation. Minutes of the meeting will be recorded. Additional details can be found at http://portal.ct.gov/DOTWindsorLocks0165-0512.
“This project represents an improvement for the residents of Windsor Locks in terms of roadway and pedestrian safety enhancements to Route 159, and addresses the broader, regional mobility goal of accommodating a second track on the Hartford Line,” stated Connecticut Department of Transportation Project Manager Jonathan Kang. “We encourage the public to attend this meeting to share their feedback with our project team to incorporate into the design.”
The project is expected to have minimal right-of-way impacts. Construction is anticipated to begin in winter 2026, contingent upon funding availability, acquisition of rights of way, and permit approvals. The estimated construction cost is approximately $5 million and will be funded entirely by state funds.
Individuals with hearing or speech disabilities may use Telecommunications Relay Services by dialing 711. Requests for project information can be made via email or phone by contacting Jonathan Kang at Jonathan.Kang@ct.gov or (860) 594-2754 within one week.
Language assistance requests should be directed to CTDOT Language Assistance Call Line at (860) 594-2109 at least five business days before the meeting. This service is provided free of charge.
Public comments and questions can be submitted during a two-week period following the meeting until Thursday, June 12, 2025.
