The Connecticut Department of Transportation (CTDOT) will hold an in-person public information meeting about Phase 3 of the Farmington Canal Heritage Trail (FCHT) in Plainville. The meeting is scheduled for Thursday, November 20, 2025, at 5:00 p.m. at the Plainville High School Auditorium, located at 47 Robert Holcomb Way. The venue is accessible for people with disabilities.
The purpose of this meeting is to give residents and community members a chance to comment or ask questions about the proposed project. The event will start with an open house at 5:00 p.m., where attendees can view renderings related to the project and discuss their questions with CTDOT staff. A formal design presentation will begin at 7:00 p.m.

Connecticut Department of Transportation Project Manager Stephen Hall stated, “The purpose of this project is to close the remaining gap in the Connecticut section of the Farmington Canal Heritage Trail by constructing a multi-use trail through Plainville that will provide users a continuous and safe transportation network through Connecticut. We encourage the public to attend and share their feedback with the project team.”
The project’s right-of-way requirements will impact Norton Park as part of building the trail segment.
Construction is expected to start in spring 2028, depending on funding availability, right-of-way acquisition, and permit approvals. The estimated cost for construction is about $28 million. Funding for this phase is planned to come from both federal sources (80%) and state sources (20%).
