David X. Sullivan, U.S. Attorney for the District of Connecticut, along with Michael J. Krol, Special Agent in Charge of Homeland Security Investigations (HSI) New England, announced charges against Luis Peterson Rohr Ferreira Borges, a Brazilian national. The charges relate to his alleged assault on federal officers during his arrest.
Court documents and statements reveal that Ferreira Borges has an ongoing case in Connecticut Superior Court from a September 2023 arrest. He faces multiple charges including assault on public safety personnel and breach of peace. On October 10, 2023, the Department of Homeland Security issued an arrest warrant for him due to immigration violations.
On January 28, 2025, ICE officers attempted to apprehend Ferreira Borges in Hartford. He allegedly fled in his vehicle, forcing two officers to jump away to avoid being hit and driving onto a sidewalk narrowly missing a bystander.
Further attempts to arrest him were made on June 7, 2025, in East Hartford when he reportedly led officers on a foot chase before fleeing again in a vehicle registered under another license plate.
Ferreira Borges was finally apprehended on June 25, 2025. During this arrest near Zion Street in Hartford, he resisted and became non-compliant with officers. While being transported in a government vehicle to the federal building on Main Street in Hartford, he is accused of biting one officer and spitting at another.
The charges against Ferreira Borges include assaulting federal officers and influencing or retaliating against them; these offenses carry maximum imprisonment terms of eight years and six years respectively.
He appeared recently in Hartford federal court following his detention since the arrest. U.S. Attorney Sullivan emphasized that these are merely allegations and Ferreira Borges is presumed innocent until proven guilty beyond reasonable doubt.
This investigation involves HSI and ICE’s Enforcement and Removal Operations division with prosecution by Assistant U.S. Attorney Neeraj N. Patel as part of Operation Take Back America—a Justice Department initiative targeting illegal immigration and violent crime through combined efforts from OCDETF and PSN programs.
